What is the name of your state (only U.S. law)? Iowa

My town was affected by the recent flooding and we were evacuated from our apartment for 16 days. My landlord said that since FEMA was helping reimburse expenses, we still had to pay all of the rent, but he would knock $100 off for our inconvenience. FEMA has rejected our application, but we are appealing. However, even if FEMA does help, I do not believe we have to pay rent for those 16 days because of the implied warranty of habitability law. Does anyone know if that is true or not, especially for Iowa?

Did your landlord start the flood?

What does your city have to say about it ? has or did your local building inspections declare every structure on your road not fit for living in due to flooding ? even though it wasnt your LLs fault Ill bet that if your city/ county declared every property on your road unfit to live in during that 16 days while flooded that there is no court that would force you to pay rent if your LL took you to court. CALL your city/ county govt center monday.
