In State Residency

What is the name of your state?Delaware.

I am a college student and an American Citizen. I was born here but moved outside the country with my parents at the age of ten and returned to the United States at the age of 19.

I am having problems with my university as I am now resident of Delaware but cannot seem to get the university to acknowledge me as such.

THey claim that since I came to America and Delaware for school purposes I was seen as a Out of State Student. I have now lived in Delaware for almost 8 years and still am not recognized as such. As a reuslt I can not afford to complete my education as it is too costly. Is there anything I can do about this?
