In State Tuition Fees

What is the name of your state? WASHINGTON
We lived in washington state from 1999 to 2004 and my son graduated from high school in 2004. He joined the WA state university in September 2004. In 2004 November we moved to NY and since both the places are 2 ends we asked him to transfer to a college in NY. Now he wants to go back to the same college in WA
The state laws says that if a student does his 4 years of high school from WA, he is entitled to instate tuition fees. But when he approached the college administration they said that he is not entitled for in state tution fees.
Could anyone advice and guide me please?

Has everyone filed taxes as NY residents since 2005? I assume that 2004 was partial year residents for WA/NY. Are you claiming your child on your taxes as NY residents? If so, that's why.

Have your checked what the residency rules are for being considered in-state?
