How long do you have to live/what exactly does one need to do to change their residency to another state? I am going out of state (GA to FLA) to school next year, and am wondering how long I have to live in FLA before I can become a Floridian so I can pay in-state tuition.

the law does not control this. You need to contact the school for direction. They place their own rules as they see fit.

Many schools will not consider a student in state unless they have several years in state prior to application to the school. They do not like their students to effectively steal from the state that supports them.
