My neighbors and I have been actively fighting the installment of an oil well on my property because it would severely bring down the home/property value. We live in a rural area that is about 15 miles outside of the nearest small town. Between us, there is probably around 100 acres of land.

I had the idea that if we incorporated the area into a town, we could somehow pass an ordinance in our town that would prevent the oil well from coming into our community. How would we go about incorporating the area into a town?
