My son lives in pennsylvania and I live in Delaware. He is mentally ill and lives in a half way house.He receives a check from SSI, which is mailed directly to the owners of the facility. I have never received his check since he has lived at the facilty. They provide for his needs, which includes room and board. He was ask to move to a different facilty, which he did. As soon as he moved to the new facilty I began receiving a bill from the one he left. I wrote them and expressed my displeasure at receiving a bill after he left since I never received a bill the whole time he was with them. I have never received his check. It has always been mailed directly to the facility. My son does not have access to his check either.

I have been receiving these bills for years now even though I have written them several times.

what is my recourse?

Your recourse is that round, grey, filing cabinet that sits on your floor. You know, it's the one where you file the other mail marked "Occupant".
