Is it true that there was a law passed about a year ago, that states that if you have had medical insurance for a continuous period and you change medical companies, that the new medical company cannot refuse to cover for pre-existing conditions?

It was more than a year ago, but yes, up to a point. However, your subject heading says Individual health plans and the law you are referring to only affects GROUP plans.
