Injured at air show on military base

Lavatories were on a large open field at a military air show (paid entrance with disclaimer on ticket stub). A bicyclist (assumed military personnel), riding in an area designated 'no bicycles or autos', hit my child and knocked him unconscious. He was ambulanced and the Military Police & EMT's handled the emergency incident & transport.
An attorney is informing us that the bicyclist is a 'mystery' person now and the law firm has only depositioned one EMT party who now denies the identity of the bicyclist. MY QUESTION: since the 'accident' occured on a military base, isn't the base responsible for the injury to my son, regardless of whether the bicyclist was military personnel. The accident was only related to the air show in that it was at the same facility. Thank you. Our counsel indicates that without identifying the bicyclist and with only one person to question, the case will be closed. The injury occured on 4/26/98; the interrogatory was filed in 2/00; the only depo was taken in 4/00.

The military base should be responsible. Did you file an insurance claim?

The forms we received we delivered to the attorney. At that first meeting I asked if we should fill out and return the forms and was told by counsel his office would take care of it. IF the forms were filed, we have no copies unless the attorney has copy in his office.
As an update, I called the hospital that treated my son and substantiated that the emergency room staff and the MP's & military EMT's are on a first name basis with each other. I will try to locate the receiving RN to see what she remembers.
Also, I looked up the military code law for "Redress of Injury" and it appears that the base is responsible even if the bicyclist is unidentified.
In closing, I looked at the Emer Report for the first time today as I just received copy of it. I noticed that my son's leg was also injured from being entangled in the spokes. He has been complaining about his leg and now I realize there maybe a relationship I didn't connect. I thought the only injury had been to his head, face and neck. His father, who was present with our son at the event and subsequent accident, never realized my son's leg had been injured as well so it has never been addressed or treated.
Thank you again for your help. My son is a straight A student, he's a writer, has been approached by Johns Hopkins Literary Program and tested in the 99% nationwide in reading, science and math competencies. Therefore, he understands that the military/government is behaving irresponsiblly and unfair. He is concerned about the advertisements versus the behavior in this matter. I would be disappointed if he learns that even a private in uniform will deny his responsibility!
