I work for a county agency where we are currently receiving group health benefits that the agency is paying the entire premium. It is likely that a new health insurance plan will be negotiated that will require the employees to pay a portion of the premiums. I do NOT need this health insurance as my spouse has adequate coverage for both of us through his employer. Can I be forced to use my wages to pay for a benefit that I do not want or need? I understand that the agency may be using a health plan that requires 100% employee participation.

Yes, it's possible that your employer could put a group health plan in place that requires 100% participation but there are a whole lot of variables that impact that decision and its feasibility that can't remotely be assessed here. Sounds like you're either speculating or listening to the rumor mill. I suggest you speak to the management person who would have insight into this (such as the person who adminsters your benefit plans), express your concerns, and ask if they adopt such a plan, whether there will be an "opt out" provision.
