I am researching insurance laws in various states. I am trying to find out which states allow insurance companies to provide rebates or incentives that are not based on actuarial assumptions. I believe CA allows this, but many other states do not. I would really appreciate your help in finding this information.

California and Florida allow insurance agents to "rebate" BUT it's not all that simple or straight forward.
