After 17 years living in Florida, now they sent me a judgment
to pay $ 4300.- . Is there a SOL for such old demands?

A statute of limitations is in relation to (among other things) the filing of charges for an offense. Once the charges have been filed the statute does not apply. The Court to whom you owe the money in NJ may have issued a bench warrant for your arrest long ago. You now have a judgement which must be satisfied, as it is an order of the court.
