A commercial photographer owns the copyrights in all photos s/he takes, absent an agreement to the contrary.
Without a transfer of rights, the purchaser owns only the photographic print but does not have the right to reproduce the photo, distribute the photo, display the photo or create derivatives. These rights remain the exclusive rights of the copyright holder/photographer.
A person whose photo is taken, however, can control how their image is used commercially, again absent any agreement to the contrary.
