Inter-apartment transfer

My neighbor is having to take in her elderly father, who is partially disabled. She currently lives in a 2 story townhome style apartment, however her father is unable to climb stairs. She has asked our management if it is possible to transfer units, however they say that it is against their policy to allow transfers. She explained that there are special circumstances, but they said that they would have to check with their lawyers. There are no restriction on transfers according to her rental agreement and she is here on a month-to-month agreement. She is wondering if they do not allow her, would that not be discrimation??? Should she have the right to transfer???

There is no right to transfer, and lots of landlords don't want to allow it as it creates costs and bother for them --like fix up, repainting, etc. Why is that discrimination? If you want to transfer and offered to pay the landlord's costs, that should wrk for you.
