I got behind on my water bill. My water association gets our water from the city--not a county well. In September of 2005 the bill I got was for $349--not from what I actually used but because of the way they do their late payment interest. They charge between 10 and 11 percent on late payments. I started paying $75-$100 a month to try to get it paid up but it's impossible because they charge the interest on the entire bill not just on that month's water usage. Even though I've been paying $75-$100 a month the bill I got in April was $749.82. My average monthly usage is $31.50. My question is this: can they charge interest on what they have already charged interest on? I've been told that as long as I pay $5.00 a month they can't turn it off.
