International custody help

What is the name of your state (only U.S. law)? Pa
Hi Everyone, I am posting this questions to try and help a friend out. I would appreciate any suggestions or advice.
I have a close friend who is an incredible Father. He has two sons: a 12 yr old who lives a few block from him ( joint custody) and a two yr old that lives in Canada. The two year old is the result of an off and on long distance relationship that had begun to crumble when the pregancy was discovered. The relationship remained off and on up until a few months ago. He spent as much time as possible with the baby although he was not informed of the birth until two weeks after. All his visitation has been at the mother discretion. And she makes it very hard on him every chance she gets. She is very angry that the relationship ended and is using the baby as a weapon. My friend just drove up to see his son ( 9 hours) with the older child just to be ignored at the door. Finally the next day she agreed to let him see the baby but only at her house. There is an appoinment scheduled for a lawyer while he is up there. But the firm he is consulting with has not been diligent in returning calls or emails. FYI there is no child support order but he has paid generously and very willingly up until the child was withheld ( this is the first visit since Aug)at that point the child support is going into an escrow account.
My question is this.. Is there such a thing as an international custody attorney? 9 hours is a long drive for attorney visits. Are there any other resources? The child is a US citizen can the US Embassy in Canada help with information. Also does anyone have any info on Father rights advocacy groups? Thanks in advance for all your help.

On seperate note, I am a single mother who children have an absentee father. They would love to have a diligent loving father in thier lives. If there are any Mom's out there who are punishing the fathers of thier children by with holding visits. Take it from me .. it breaks your heart to see the hurt this causes the kids. So please wipe the anger and vengance out of your eyes and look into the eyes of your babies....and do what is rightWhat is the name of your state (only U.S. law)?

The child may be a US citizen, but the child is also a Canadian citizen and a resident of Canada. Canadian law would apply in this case, and he would need an attorney in Canada.

Even if there were such a thing as an attorney licensed in more than one country, it would be many times more expensive to pay a locally based attorney to travel to Canada for court, than for Dad to travel to Canada for court and consultation with his attorney.

If I understand this correctly Mom and baby live in Canada. If that is in fact true, then Dad needs to work with attorneys in Canada. We cannot help here.
