What is the name of your state? Oregon

I have a PayPal account and over the past weekend I found out that my 14 y/o son used it to purchase a few hundred dollars in online gaming items without my permission. After making the necessary password and account changes I was wondering what are the laws regarding a minor purchasing online items?

Is the seller responsible to make sure they are dealing with an adult? Am I totally responsible? What action can I take?

The fault lies solely with your son. It would be virtually impossible to prove the age of someone over the internet. At the time you son accepted any terms of service under false pretenses, any liability is strictly his, and yours as his parent. It is up to you to moniter what your son does on the internet, not the folks on the other end of the connection. By allowing your son access to your Paypal account places the blame squarely on your shoulders.
