I created a website where you can post classifieds and auctions, but there is already a website somewhat like that in the town I live in. The first question is: Is it illegal for me to make a website like the one that already exist, they look nothing alike?
Question 2: Is it illegal for me to inform users of the other site (they have the email addresses of the users listed beside the classifieds the users place) of the website that I created and the services that I offer?

1. No.
2. Purveyors of porn spam are the only thing lower that folks that try to steal site visitors. It is unethical and will cause problems. A simple "Hey, check out this new site" post is more appropriate.
