Interstate CS Summons? need answer

OK my husband received a summons from the County of San Diego. It says his xgf received state aid from Utah from 4/1/200-6/30/2001, on the next page it says "The child named herein has received AFDC public assistance from the County of San Diego for the period 04/01/2000-06/30/2001. Now I am taking this to mean she received state aid in two different states at the same time, because if she only got the state aid in Utah why would it say San Diego County? During this time she was living and working in Utah. I am very confused about this . Does any one know anything about this kind of situation or have any answers???
