I loaned money (with a signed promissory note) to a relative who lives in NJ. I live in Atlanta, GA? How do I go about suing to claim what is owed me?

You will have to sue in the jursidiction in which the relative lives, NJ. A court judgement from Georgia is not valid in New Jersey.
