What is the name of your state? IL

I had a quick question. A week ago, I put in my resume at a company near me on the advice of my SIL. She said her HR manager solicited candidates from them for the 4 positions that were open. So I completed the application and with my experience, I figured I'd definitely get an interview and had a great shot at an offer.

Two days later, I get a letter in the mail saying I have not been chosen to continue in the interview process. I emailed my sister in law to ask if she had any updates. I also called the HR manager to inquire about what she felt I was lacking, but no return call. The next day, my SIL tells me they did not consider any outside candidates and gave all the positions to internal ee's. Now, I think that's great that you have upward mobility however, why solicit resumes if you intend only to hire from within? Is that unethical or a general practice and should she have asked for external applicants?

Is there a LEGAL question in there?
The company can choose how to select their employees using an process they see fit.

Perhaps they wanted to compare their internal applicants vs. external applicants and then decide how best to proceed. It's not at all uncommon for an employer to consider both current employees and external candidates concurrently.

Is that unethical Not at all.

or a general practice Depends.

and should she have asked for external applicants? Of course.
