I have a neighbor who has been intoxicated for several weeks.Last night he phoned me a stated that if I did not like the way he was we could meet outside and settle it man to man.I have said nothing to this person in months nor have I talked about him.He was on the verge of passing out on the phone.Should I inform the police now or wait for another incident?
