If a person is arrested in Ohio and sentenced to a Ohio prison but has family in California can he be transgered to a California prison? If so how?

My response:

No. Crimes committed are against the people of a particular State. The people of that State are entitled to reparation and justice in the form of punishment against that criminal. Therefore, the criminal owes a debt to the people of Ohio, not California.

There is no "prisoner exchange program", like a "student exchange program", between the States. Ohio prosecuted him, Ohio gets to keep him. We have enough prisoners and taxation in California, thank you.
