I was sitting in my library at school when the librarian just came up and grabbed my purse and started going through it, when I asked why, she said my cell phone was ringing, and you are not allowed to have your cell phones turned on, but my cell phone was turned off. Does she have a right to go through my things without permission?

First, you did not name your state. That is required information. Are you a student at a middle school or high school, or college?
