What is the name of your state?

Last year my brother was court ordered to mental treatment for a period of up to 90 days. He was released after 45 days. His insurance payed for 80 % of this treatment. 7 months later he is receiving a bill from the treatment facility for $10000 + This was an involuntary committal.
IS HE RESPONSIBLE FOR PAYMENT WHEN HE WAS COURT ORDERED TO BE ADMITTED?
