Does anyone know of a way to access personal information about folks who have defaulted on goverment payments resulting in seizure of IRS refund? Is this public information? How can I go about obtaining this?

Something that happened in open court is likely public record but that doesn't mean it will be easy to find. The IRS does not disclose information about individual tax returns with third parties without the taxpayers permission or unless required by law.
