I am in PA and have a family property owned by nine people no LLC or other org. set up(deeds just say we own X amount of the property such as 1/14th. A gas company sent out contracts to all the owners for a pipeline right of way and two of the owners who own 1/28th each signed the contract no one else has. The gas co. is saying we are all locked in with this 1/14th signature. Is this true under pa law?

Maybe. There is no way to know without review of the documents and the representations made at and before the signing and other surrounding facts.

I'm going with maybe not.

But agree with NIV:

Whoever doesn't want to be bound by that contract needs to take it to an attorney.

How is the deed held? As joint tenants or tenants in common?

Where is the property located?

I agree an attorney's personal review would be smart.
