Is Asking A Question Considered Libel?

Here's my situation:
I have posted 2 ads in a search engine, this is exactly what they say:

First Ad: "Product Name" A Scam?
Read These Reviews Before Wasting Your Money on "Product Name"

Second Ad: Is "Product Name" A Scam?
Read These Reviews Before Spending Your Money on "Product Name"

However once you click the ads and arrive to the page, the "Product Name" is not mentioned in a negative way at all. In fact it's ranked as one of the top 3 products. There is not one bad word said in the actual website.

The questions in the ad title is simply to peak a user's curiosity so they can click on the ad and hopefully go for the "Product Name" in question.

If someone can help me answer this question. I would greatly appreciate it.
