Is being evicted cause for an E.M.C.?

What is the name of your state (only U.S. law)? What is the name of your state (only U.S. law)? Ohio. Long story. Never married. She and children [5/7] move out March 16th. Mother of my two children takes O.D. July 14th. I P/U children from sherriff and they stay with me for the seven days while she's under observation. On the day she's released she picks kids up from summer program but very next day calls and tells me "she can't handle them right now". And asks me to watch them for a week. A few days later her landlord serves her with an eviction notice [for August 2nd]. July 24th she asks me to watch them another week.

In the mean time tells me her X-BF, who was living with her, is not only a junkie but apparently has some business relationship with his drug dealer. She's known this for several months and acknowledged he's taken money from their joint account to support his habit. While she was in the hospital the drug dealers took her car [from her apt.] with the BF's consent. The car was returned but her phone, Ipod and PSP were not. My concerns are too numerous to mention but obviously the connection between the BF, her and my children are most troubling. I have no knowledge of any treating behavior toward her but still just the thought is unsetttling. The children are currently with me. Should she be evicted I'm fairly certain she would ask me to take the kid's.

Months ago I reopened the C/S case with FCCS but [then] decided to have C/S and custody established through the courts. I informed them of my intention and that neither of us would attend the July 10th meeting to establish support. An order for C/S was established July 20th and on July 24th I filed an objection with FCCSEA because A>. Children are with father. B>. Wish to process C/S order thru courts. C>. C/S order did not consider existing C/S for third child [not her's] or the fact children stay with me the majority of the time [of the 151 days since they moved out and the end of this week the children have spent 96 days with me]. My "Objection to Set Support" court date is October 6th. Rather than file a "Complaint for Custody" motion I decided to go through the mediation office as we are basically in agreement and hopefully come to terms on a "Agreed Entry". If we can't agree on then I would have no choice but to file the "C.F.C." motion. All the while I've paid her C/S [except the two weeks the kid's have stayed with me]. We had a mediation [for custody] meeting scheduled for today but she called and left a message this morning saying "she couldn't go through / handle it right now, to reschedule".
Question: Would either of these circumstances be grounds to go for a E.M.C.?

being evicted is not a reason for an emergency custody hearing. however, mom being held for mental health issues, IS just cause.
