My response:
I've never heard of "a crime of speech." With the exception of "inciting to riot" or "advocating the overthrow of a government," you can talk about anything, or post a billboard about anything you want. Check the First Amendment to the United States Constitution, and cases interpreting the same. Conspiracy is against the law ONLY AFTER an illegal act is done; not before. If I want to discuss my plans with you how to smuggle marijuana over the border, we can talk freely all day long about it. The "conspiracy" comes into play only when we, in fact, smuggle the dope across the border.
Where are you coming up with these "restrictions" to freedom of speech in the country? There is no basis, in law or fact, for what you are saying.
