Do you know where your sister is? Do you know how to contact your niece’s dad? Is your niece attending school?

Three suggestions: One, contact an attorney in your area for advice and direction; Two, contact the school/school counselor at your niece’s school to inform them of the situation; Three, contact CPS and report your sister for abandonment.

I don’t see “do nothing” as a responsible option.
I don't know where she is exactly, but I might be able to figure it out if she's posts more pictures. She traveling around. Her dad isn't involved. She is going to school.

I don't have money for a lawyer and the other options mostly just seem like they'll all just end with her in foster care again, but I guess maybe that is really the only option.

Foster care would allow for your niece to finish her education without the added struggle of trying to raise herself. She should be safer with adult supervision than she is living by herself.

I hope you are paying the utility bills and keeping the house well-maintained in your sister’s absence, for your niece’s sake and to preserve your investment in the house.

It probably should be safer and less of a struggle, but that isn't reality.

I don't have the money to pay for utilities, but the taxes and maintenance are paid for.

Who is paying for gas/electric/water? I hope your niece isn’t living without these necessities.

I have heard a few stories about horrible foster parents but I suspect these are the exception rather than the rule. Good foster parents aren’t really newsworthy.

She has a job.

I'm talking about her previous experiences and it's not just an issue about foster parents.

Okay.

Well … you have some suggestions from us on what you can do. You can do with these suggestions what you want.

What sort of trouble do you think you could get into by reporting this? While your niece may be responsible, don't discount friends/acquaintances - when someone finds out there's no adult supervision, you can count on a party, whether she plans it or not.

While you're not close by, you could ask to be considered for kinship placement.

I think you misunderstood something. I am worried if I would get in trouble for child neglect or something like that for not calling.

I can't do anything like a kinship placement.

You guys are probably right though about the liability for friends and stuff so I am going to make the call.
