Is it illegal for a minor to send a minor a nude photo?

The son of a friend of mine got himself into some hot water. A friend of his texted him a topless photo he had received from a girl in the same school. My friend's son forwarded the photo to several of his friends. Somehow the school became aware and contact police. No one was arrested, but this boy was given a "Superintendent's Suspension" and a hearing is to be held in a few days.

I was wondering, since non of these children was arrested, is what they did actually illegal? I know it obviously is if an adult is involved, but I'm not sure what the law says in this sort of situation. I know that with the proliferation of such incidents growing like crazy, there will no doubt be some new laws written shortly, but what does the law say today?

Extremely illegal. distributing child porn, might get him forever on the sex offenders list.

I know it obviously is if an adult is involved, but I'm not sure what the law says in this sort of situation. I know that with the proliferation of such incidents growing like crazy, there will no doubt be some new laws written shortly, but what does the law say today?
It says your child was in possesion of, and distributed, child pornigraphy.

Distributing child pornography is illegal even for minors.
