The state is not going to take the time to investigate every single instance that arises - they simply don't have the resources. They are just following procedure and you're in the same boat as everyone else.

Just seems like the boat is always set up for the one who isn’t paying and acres the one who is owed money. Ohio should understand that retroactive modification isn’t really a thing.
