What is the name of your state? CA

Okay, I know this isn't exactly libel/slander/defamation, but I don't know what category this would fit under.

If a person makes up a story on the internet about something they're doing which is illegal(something serious), is that in itself illegal?

That depends...it could be depending what was said. Give more details.

The guy who killed all of the students on Virginia Tech's campus wrote fictional stories that were disturbing. He wrote them for his class and he posted on the Internet. Stephen King and Chuck Palahniuk have also written fictional stories that are disturbing. Writing about illegal things and disturbing things, in a book or on the Internet, is not necessarily illegal. Some of what you write may get you investigated, or should get you investigated. Red flags may go up and you may be reported. Then again, some of what you write may evolve into a story that helps make you a best-selling author. As Baystategirl said, it depends.

Edit: I wanted to amend what I said to indicate that threats of violence can get you arrested - for instance, if you are writing about illegal activities that indicate you plan on committing a crime against a person or place, that is generally enough to get you arrested. If the illegal activity you are writing about is part of a fictional story, you could be OK.
