Is my building illegally built?

So the building that I live in is in Los Angeles. There is a house in front that is very old and used to be one house but the owner converted it into two units. In 2001, the owner got a permit to build a two story apartment addition to the back of the house (which is where I live). But in actuality, the unit where I live is 3 stories and the permit is only for two. I went to the Department of Building and Safety and paid the money for all permits and building documents associated with the house. The permits are for a 26 foot, two story addition, and the two units are in a 3 story building that is well over 35 feet tall. This would make the building illegal and if an inspection was performed, tenants would probably have to move out or the company will have to pay a fine, correct? I don't know how they got around the permits or if they just decided not to abide by them, it seems like the house in front is tall enough to hide the back units but would this negate the lease since they rented out a non-permitted, illegal premises? Any answers to my questions would be greatly appreciated.
