First of all I'm not a lawyer. I do however work on webpages, mine own included. I looked at your webpage and saw nothing that appeared to be threatening to anyone. In fact the 'cause' of the site was hard to follow. I gathered this is a neighborhood that is having problems, perhaps landlords are entering the property when the residents are not home and the community watch was done away with before it could get started? As your website goes it doesn't appear to be anything to worry about.
It is my understanding that you need permission to use names, addresses and likenesses (photos), so get that IF you decide to use them. I see this is an emotional issue for you, but I would suggest that you stick to hard facts, rather than making statements such as this one from your site: "If it means making their jobs easier, then they will lie to you. " Unless you have cold hard proof that 'they' lied to someone (not just someones word on it), you could get into a bit of a situation with that kind of statement. You could reword it a bit : "If it means making their jobs easier, they'll pacify you by saying what you want to hear."
Then back that up with a real example.
Curiously, what kind of threats are you getting? I mean theres not much info on the site at all. I can't see how anyone would threaten someone when theres so little content.
