is seller responsible?

We have found a townhouse that we would like to put an offer on. The condo association is planning on putting in a new sewer system. Each of the units will be assesed and have to pay a sum of money. The plans for the project have been approved, but we are waiting on an estimate for the time frame and cost. In this situation, is it the seller or buyer's responsibility to pay for the new system?
