Is sister allowed to have insurance on brother?

What is the name of your state? Ohio

My hubby's parents opened a policy on all their children years ago, hubby is 41. When he was i jail for awhile his sister had him sign a power of attorney to supposedly transfer to another company . Now he has been diagnosed w/emphysema and we need his policy and I called the insurance co. and another sister has a policy on him since 1993. the times dont make sense. and i thought you could only have insurance on your spouse and children and grandchilren? How would we find out what happened to original policy? and Legally if he passed away Could his sister really collect the insurance money?
