I am software developer from Iran and I offer my services from home through online auction services.

As you may know, my country is under sanctions imposed by US, UK and some EU countries. . The sanctions have the following impacts on me

1. Some good markets are not open to me (elance.com, guru.com, getacoder.com, etc.)
2. Online payment services do not service customers from Iran (Paypal, Moneybookers, Google Checkout, Authorize.Net, ...)

I thought, it may be possible (and legal) to form an offshore company and have that company employ me. My assumptions are:

1. Residents of Iran can legally order formation of company for them in some low tax countries,
2. The company thus formed can legally employ me to offer software development services,
3. The company can apply to open a bank account, moneybookers account, an account with elance.com, etc.
4. I can obtain virtual office services to manage daily operation the company from home.

Are the above assumptions correct?
What country do you recommend for this purpose?

Sorry, as far as the US is concerned (which is all this forum can talk about) you are BANNED by the sanctions regardless of what dodges you envision.
