What is the name of your state? Arizona.

I am not sure if this is the right place but here it is anyways.
A law enforcement officer for the state of AZ told my mom and I to check into something called A petition of protection from harrassment. Is there any such thing? Because I cant find it. But If there is, we really need it. My neighbor is an absolute NIGHTMARE!!!
She won't stop calling various degrees of the same agency for the same thing. She started with the town, when we explained what was going on and it was being taken care of the town dropped involvement. When they did that, she called the county. Went through the drill with them, explained everything, they stopped grtting involved. Now she has called the state level and he is the one who told us to check into this Order. She won't stop running her mouth, telling lies and making stuff up. My mom was almost hualed off to jail because of this woman. Enough is enough.

Sorry this is so long, but here it is.

My mom owns an older horse that has been having some health problems. The mare is kept at my house. We have had her checked by one of the best vets in the area. She will recover, but it will take time. One of the effects of the problem was extreme weight loss. That is actually how we caught the kidney problem. I admit it..... She looks bad. But she is getting better and looking better. She has 24 hour access to food (she has for the last 6 months). But the neighbor says that we don't feed her or take care of her in any way. The first calls stared about 5 months ago. We told the Animal Control Officer for the Town, what was going on, she talked with the vet. Every thing was cleared up. but it has escalated and is getting out of control. She has been telling EVERYONE that will listen that she has been feeding the horse and that there is never any hay in our barn. Which of course, a load of manure. She called my mom 2 weeks ago and a messege that she had been feeding the horse with her own hay. She asked my mom to call back right away. My mom called me and told me what she said and I told my mom that I had been feeding, I had fed the last earlier that night(she called around 10pm)and I was going to get more in the morn. My mom tried calling her back, she never answered. My mom called her back around 6:30am nex morn, told her what I had said. As soon as my mom hung up she went out put 2 flakes of hay in the horses stall and called the livestock officer at the state level. She told him we had no feed and she had been feeding for 2 weeks.
I was out buying hay at around 11 am when he showed up. No one answered, he went and looked at the mare, then went to my moms work place and blew up at her in front of customers and co-workers, told her she woulds probably wind up in Jail, etc.. My mom asked him to follow her to my house and she got all the paper work she had regarding the condition of the mare. We explained the problem we have been having made a couple of calls to check it out then apologized and suggested that order.

I'm almost sorry I asked - - but, I did, and now I have to live with my decision.

Anyway, yes, there is such a thing as an "Order of Protection" that would require at least two court appearances. You can file a Petition, see the judge immediately, plead your case and, if it meets the minimum requirements, the judge will render a "Temporary Order of Protection" to be served on the Defendant woman. Then, a full blown hearing will be held approximately 2 to 4 weeks later, with you and the woman present. At that hearing, she'll have an opportunity to present her side of the story. The judge will then make a decision whether the "Temporary" order becomes more permanent and lengthy, or discharges the Temporary Order of Protection - - whereby, you're back to square one and you'll just have to put up with her incessant complaints.

It would also be wise not to allow the hay to run out before buying more, you don't want to provide her fodder for her complaints. AZ is home to an infectious chronic wasting disease, that affects many animals besides horses, these animals can look bad for years and require constand attention of a vet. If this is an elderly horse you may want to consider if it is worth all the pain and suffering if the prognosis is not good. In the meantime a restraining order may be worth the time and trouble, but be ready to answer questions about the welfare of the animal.

Supplement the hay with Alfalfa and sweet feed. If you do a daily feeding then mix 3 to 1 oats to sweet feed. (you can get both at the local Tractor Supply). Your vet should have the horse on such a diet. And having the hay available isn't going to be enough. Animals won't eat because they have to. They need encouragement and that's what the alfalfa and sweet feed is for.

Thank you guys. She is being supplemented with a senior feed. with extra vitamins and minerals. we have also started giving her grass hay along with the regular. We have learned on not let it run out at all. The first time she said that she had to feed because of no hay, we had just had 30 bales delivered the week before. But we have also put NO TRESSPASSING signs EVERYWHERE!
The vet said that now we know whats wrong and she is being treated there is no need to put her down. That is honestly why we called the vet in the first place. We figured we would have to have her put down. Except for looking thin, she acts like a 5 yo. I just want to make sure my mom has all the info, I am moving so the horse will be staying with my dad.on the same property.
