Does anyone know under what conditions the US Government can interfere with a US citizen's ability to conduct business, receive emails, phone calls, etc. for an extended period of time?

Also, can the US Government divert/withhold money earned from a privately owned web site through affiliate programs and ad networks?

Is there a law where a US citizen can be used for some government project without their consent -- and in the process also deny them their basic rights?
