Is this a form of neglect?

This weekend is the 4th time this year youngest SD(3yrs.) has came to our home having had her hair cut by the older SD(5yrs.) Two of those times both girls had cut each others hair. When asked where mommy was when they did it, all 4 times mommy was in her room on the computer.

Is this considered neglect on the mothers part?
