My cousin's neighbor (a couple of houses down and across the street) has been bothering her for years. He asked her out when she first moved into the neighborhood and she told him in no uncertain terms that she was not interested in a relationship with him. He then started a campaign of slow driving (5 mph) by her house whenever she was out working in the yard or sitting on her porch. He frequently stops and stares at her. He does this several times a day whenever she is home. Needless to say, she's extremely creeped out about it. Does this constitute stalking or does he have a right to ride around his own neighborhood as many times as he pleases?
