What is the name of your state? Washington

A collection agency is garnishing my wages for hosp. bills my ex-wife accrued during our marriage. they alsoo have a lean on my propery. $3000.
My former atty told me not to pay on it until the prop. was sold. a problem had arose during the sale and to this day is still not settled.I informed the collection agency of my problem and that if they had any questions to contact my atty they immediatley took offense and within 3 weeks they had started garnishment.
We had filed chap. 13 a year or so prior to divorce. She did not work and after the divorce i had to ask for dismissal so i could live. The divorce decree states that the bankruptcy shall be divided equally until payed in full.
I am curious to know if this is some form of extortion or at the least a violation of a court order (divorce decree) or are the collection agencies allowed to just go after people like this
