Is this Libel/ slander and what can I do about it????

I have a neighbor who has called the animal officer on my dog- complained about me and my family and the latest is that she has called the town to ask about my caring for children in my home!!!!!!
This morning my son was moving one of our cars with me in it!!! and the husband came out with binoculars to see who was driving.
The wife chased someone down our road that had bought our camper screaming at them that they had stole it!!!!
the tradgey here is that they built their house right across from our top drive they have cameras on their house that I have NO doubt include my driveway!!!
HELP what can I do to stop this!!!!!
We want to have nothing to do with these people our children are not allowed to talk with them -they are not allowed on our land.
I do not want to continue feeling like a prisioner in our own home!!!!

How about calling around to all of the kennels in our area to get information on our dog- then calling the animal control officer to complian so many times that the guy resigned stating that she was why- he had called and come out to check our dog and made many reports saying that the women should find another hobby?
We let our dog out and within 2 minutes they will come out set chairs in their drive and commence to stare at our house and dog.
When people use our top drive way they husband will stand in his and stare.

she has said that our dog is vicious and runs free- he is a german shepard and is ALWAYS tied-never runs free- that he barks at her- SO we bought a zap collar for him and now he doesn't bark at all so instead she called to say we were treating him cruely and beating him!!!! We check before we put him out and only put him out is NO ONE is outside or on the road!!!
I am not sure what libel and slander are exactly- I feel totally harrassed by them. The town hall doesn't even allow her in it any more because she came in and screamed at the clerks!!
