Issued Diploma by Mistake

I am applying to an institution to get what I thought would be my 2nd bachelor_s degree; however, after requesting my transcript from the institution that issued my 1st bachelor degree, I was sent this email (name of college has been replaced with "X College"):

"After thoroughly reviewing your file, it was found that you were given a bachelor of science diploma in error two years ago. You in fact did not complete the BS program through X College, as you did not complete the 30+ hours of upper-division coursework required to achieve the bachelor of science degree, and therefore you did not graduate from X College with any degree. It is documented in your file that you did not plan to enter the upper division coursework and did not complete those courses. I regret that we are unable to fulfill your request to send a diploma, but we would be happy to supply
transcripts of the coursework you did complete here, if you wish. Also, if
you wish to come back to X College to complete your BS degree, you may contact
the Undergraduate Office... We do regret the situation and wish you the best._

Wish me the best? Gee, thanks_.needless to say, I_m seething. Please note that I did receive a hard copy of my diploma and for the last 2 1/2 years have been living under the assumption and applying for various jobs/educational programs that I had a bachelor degree. Moreover, I applied for a nursing program (and was accepted) a year ago with the pre-requisite of a bachelor degree. X College sent an official transcript and diploma to the nursing school at that time with no problems. I have been notified that no record of my previous requests exists and that all staff working at that time are no longer employed. Very convenient for them. This is obvious an indication of the way things work at X College, and I do not wish to go back under any circumstances, even if I can not legally get a degree from them. Is there any legal course of action I can take to obtain a _real_ diploma? I did pay a graduation fee, and will be requesting a refund for that if I cannot obtain the degree, but I would much rather have the diploma.
