A friend of mine recently purchased a rental building and found that the pipes had a leak. He contracted a plumber to do the job for him. The plumber was to dig a hole, replace the pipes, call the gas company so that they could come out and check the leak and make sure it was repaired so they can turn it back on, and fill the hole back up.

The plumber was paid in full up front! I told my friend he shouldn't have done that, and he agreed. The plumber dug the hole and replaced all the pipes. The hole is still open and the gas is still shut off! When we signed the contract it stated he would do all the above, the bill even states that he will do this. He is saying he never agreed to do all of this and won't come back...

What legal form can I use to get him to come back and finish the job?

Perhaps you could call the gas company to inspect the work done, give it the OK and turn the gas back on. They would probably want to re-light any pilot lights. Then your friend can fill in the hole or hire a teenager to do it.

After the teenager fills in the hole, get a receipt for $12.00 or so, and file small claims court papers ($25.00?), so you can be awarded $12.00. Then pay a bill collector 40%, so you can receive $7.20 reimbursement.
