I had a phone bill that should have came off of my credit report last year in 9/2000. I recieved a credit report and noticed that it was on there again for an additional 4 years. Is this leagal in Caifornia.

Yes. Though the report should come off after 7 years, there are occasions where it has remained. Send the CRA a letter requesting their investigation and subsequent removal if they confirm it has expired.
