Pa. state

i have been working for this co. for 20 yrs. had many different job titles, none in management.this co. employs at least 600 people in this building and pa.
there is a job posting, in my classification, but a different area with different start up and finishing times. the hr person will not allow me to put my name in for this possition because i am involved outside the co. with one of their managers from that area. there is a policy stating no mr. and mrs. should be the boss of another. i am not this persons wife. i would be working indirectly with him. i would answer to another person and my friend is that persons boss. is this discrimination. my union is going to fight for me but i need to know if there is any pa. law that would prohibit this and your opinion on this matter.
thank you
