If your on a bank account with another person with no stipulations on said account or your on a property title with another person depending on how that title is worded. Can you be taken to court for using said money for purposes other than yourself and can you be taken to court for steeling said monies.

Your questions are unanswerable due to the vague and confusing way in which they are asked. Either tell us what's going on (generally speaking) or seek the assistance of an attorney. If you are concerned that what you say may be used against you in court (civil or criminal), then the attorney is your only option. In fact, since you're concerned about stealing (not "steeling), speak to an attorney.

How the account is titled, and for what purpose the account was opened, matters.

That said, anyone can sue and be sued. Anyone can be subject to a criminal investigation.

Your post is a bit of a grammatical disaster. Let's take the most logical parts of the question:

For starters, I have no idea what it might mean to use money "for purposes other than yourself." Nor is it particularly clear what "with no stipulations" might mean. However, anyone can sue anyone for anything (i.e., it is always possible to "take" someone "to court"). Such a lawsuit would almost certainly fail since money in a joint bank account is generally regarded as being the property of either joint account holder to use as he/she sees fit. Obviously, any agreement between the joint account holders regarding the use of money in the account would be relevant (perhaps that's what "with no stipulations" might refer to).

The part of your post that doesn't make any sense at all is the bit about being "on a property title with another person depending on how that title is worded." More particularly, it's not clear what this "property title" might have to do with money in a bank account.
