What is the name of your state? What is the name of your state? Ohio/Michigan

My ex-boyfriend and I got a joint home equity loan when I was living with him (his house, not mine) We split up and he did not want to take my name off of the loan because he would not have gotten as large a line of credit without including my income. Now, I cannot get credit for anything because of it. The account is not delinquent, it's just that it is a large line of credit. Since my name is jointly on the loan and I still have access to the account, do I have the same rights to use the money as he does? If I were to take money out of it, would there be anything he could do about it? He says if I touch it, he will report it as "stolen". The only way to take my name off of it is to pay it off. I won't do this because he has used up most of it for business ventures. Thanks for the advice.

Yes, you have every right to use this money since you are a co-borrower. Your ex can report it as stolen but he himself will get into trouble for filing a false police report. If he refuses to refinance the loan then this is the risk he is taking.
